The initrd doesn't decrypt it, see e.g. [0] for how to configure it
(mkinitcpio needs the encrypt hook).  Wouldn't try using the recovery
shell, usually it's needed when initrd doesn't have a needed program (or
kernel module), it doesn't help in such cases.
