[Dev] Mailman backscatter spam

Hello.

I have disabled respond_to_post_requests on the lists.

Spammers use possibly fake sender addresses so Mailman sends them
notification that their mail is held for approval.  This is not ok and
should get our server blacklisted.

I believe mail approval is fast enough and senders get feedback why
their useful mails are rejected (e.g. when they are much too big), so
that option isn't needed.
