[Dev] [RFC] Blacklist issue references

The patches are on the ref-and-id branch of the blacklist.git repo [0].
They also add a check.sh script that lists the 511 entries without a
reference (I added most that I found on labs.parabola.nu and
libreplanet.org, I haven't added ones where important issues are listed
in the blacklist only).
