[Dev] ipsec tools on [pcr]

hi, i've added some ipsec packages on [pcr] that need x86_64 and
mips64el packagers:

* strongswan
* networkmanager-strongswan
* openswan
* networkmanager-openswan

an old strongswan was already on [social] but since we're deprecating
extra repos i just moved it to [pcr].

strongswan is GPL2 and openswan too but with some BSD-like licensed
files (with announcement clause or whatever is called, can't remember).
