[Dev] Orphan Pcr package [gnoduino] marked out-of-date

the parabola version (0.5.1) is the latest version upstream; so
it is not out-of-date - if the project is abandoned, then it
never will be out-of-date

for the goal of spring-cleaning PCR, the only factors of concern
are:

* does it still work?
* do ppl still want to use it?
