[Dev] [abslibre] Issue #27: deepin-icon-theme blacklist proposal

dikasp reported a new issue against the project: `abslibre` that you are following:

deepin-icon-theme aka. bloom & bloom classic icon contains many nonfree and proprietary icon.

it is actively maintained by deepin team and new nonfree icons would likely be incoporated indefinitely as their nonfree apps grows in their software center much like ubuntu does.

therefore im propose to blacklist deepin-icon-theme unless someone eager to continuously liberate it.
