the "Flag Package Out-of-Date" form is not intended for reporting
bugs - the flag itself is usually sufficient information to
determine the course of action; so the details are likely to be
over-looked

the form mentions that twice, to avoid using it to report bugs;
but to use the bug tracker instead - bug report are more likely
to receive closer attention, and at a higher priority

there are two open tickets now, which may be related - if you
have more information to add, please do - if the problem would
be resolved simply by upgrading the version, that would be
great; but that needs to be determined/verified first
