that was discussed - it would be extremely rare that we would
need to send mass notices out to all mirror admins  - AFAIK this
is the first occasion when that was necessary - i suppose that
mirror admins would appreciate the low-volume list more, as a
channel to communicate with parabola, other than the dev list

it would be noisy for people during the initial re-configuration
though; but i will add that suggestion to the email when it goes
out
