[Dev] Creation for a new wiki user

the solution i have been leaning toward is to move the wiki pages
into redmine, and delete mediawiki - that way users would
need only one set of login credentials, the captcha is already
in place for redmine, and it would be one less service running
on the server

i dont know how to add a wiki from a shell, or if thats even
possible - i have been doing it through the website in the
normal way
