It's a new build system that is meant to replace Libreboot's scripts
for building images.

I think it was somehow integrated in Libreboot at some point, but the
Libreboot project and the upstream version diverged at some point.

As Paper doesn't support x86 yet, it also cannot fully replace the
former Libreboot build scripts.
