[Dev] qemu-user-static updated to 3.1.0

Hi everyone,

I have just pushed qemu-user-static 3.1.0 to libre. I have tested the
build and it appears to be working okay, but let me know if any issues
are popping up in your cross-arch chroots.

Remember that you need to recreate the chroot, for the update to take
effect.
