[Dev] new bug statuses

i added two new issue statuses to redmine for bugs, freedom bugs, and
privacy bugs to distinguish those which have been triaged from those
that have not

the default state for new bugs will be 'unconfirmed' rather than
the extremely vague 'open' - there is no generic 'open' state for bugs
- instead use 'confirmed' for those that have been triaged - all the
other meaningful ones are still there as well: 'info needed', 'in
progress', 'forwarded upstream', 'fixed', and 'invalid'

it should be a benign change, but o/c keep an eye out for any quirky
behavior
