[Dev] Parabola stance on game assets

OK, I've spent enough time on this and I've raised enough things to 
consider. If it's the minimum then its the minimum. If it's not then 
it's not. If there is no consistency and the devs can do whatever they 
want on a package by package basis then its that. Hopefully by creating 
this discussion I have provided users with some insight into the logic 
of the free cultural policy.
