Hi all,

 - I've pushed dbscripts 20180326 to winston.  It should shut up the
   annoying (but harmless) errors.

   The test suite (`make -C test test`) passes.  It's rather slow, but
   updating it to use BATS and getting it to pass provides a basis for
   finally cleaning dbscripts up a bit, and being confident in those
   changes.

 - Looking in to parabolaweb not getting package updates, I realized
   that because of the bash pipeline in parabolaweb-reporead-rsync, it
   was always exiting with 0, which is why monitoring didn't alert me
   to an error: the script was exiting successfully.  I've pushed
   parabolaweb-utils 20180326.1 to proton to fix that, but there's
   still the actual problem that reporead is failing.  IDK why yet.
