[Dev] dbscripts 20180612 release announcment / winston.parabola.nu upgrade

I've rolled out version 20180612 of Parabola dbscripts.

This release is mostly a bugfix release, to handle time-related
things; mostly to stop them from going wrong if an import hasn't run
successfully in a while.

Changes from 20180611 to 20180612:

 - db-import-*.conf:
   * Introduce the INHERITS variable to configure the precedence of
     pkgpools that the upstream inherits from.  By default, 'alarm'
     inherits from 'packages' and 'community'; and 'archlinux32'
     inherits from 'packages', 'community', and 'alarm'.  This gets
     rid of a situation that happened when an inheriting pool
     successfully imports a package before the inherited pool.
 - db-import-pkg:
   * Update the /lastupdate file, same as db-update.
   * The timestamps on package files should now reflect when the
     package was imported, not when upstream published it.  This was
     confusing repomirror.

On winston.parabola.nu, I have
 - run: sudo pacman -Rs bash-debug # for ~lukeshu/bash; applied to bash 4.4.019 the patch that became 4.4.020
 - run: sudo pacman -Syu pacman-contrib
 - run: sudo systemctl restart db-import@{packages,community,archlinuxarm,archlinux32}.service
