that is the grey area which is the topic of the open issue on the bug tracker -
that pertains as well to all third-party package managers

that is exactly the issue - in the first case, parabola software would be
actively listing and downloading the software, as well as assisting installation
- in the second case, the user must go outside the distro to find and acquire
the non-free software - pacman is being used no differently than GCC in that
respect
