[Dev] dbscripts 20180716 release announcement

I've rolled out version 20180715 of Parabola dbscripts.

This is a bugfix release.

Changes from 20180715 to 20180716:

 - db-move, db-remove: Specifying pkgname (rather than pkgbase) now
   works again.  This was broken in 20180715.
 - db-remove: Correctly handle split packages that have different
   pkgname=() lists on different architectures.  I believe this has
   always been broken.
 - db-move, db-remove: Have more verbose, informative, friendly
   output.
 - Update documentation.

Other notes:

 - On winston.parabola.nu, I have run:
       sudo pacman -Sy --needed dbscripts
