[Dev] Parabola Website Notification

i would like to propose that the 'Parabola Website Notification' bot no
longer posts "out-of-date" package alerts to the [dev] mailing list

between jan 15 and jan 22 there were 135 "out-of-date" alerts from
'Parabola Website Notification' and only 5 messages that were actual
discussions

this amounts to a lot of noise when eye-grepping the website archive -
not to say that these alerts are unimportant; but i would suggest a new
'notifications' mailing list for these type of automated messages to
keep them separated from discussion threads
