[Dev] should pacman2pacman be the default in all parabola installs

Hi all,

I can't check git becuase it's down but AFAIK I'm the only person
maintaining pacman2pacman, and I'm not very dedicated.

I don't think Pacman2pacman is at a high-enough quality level to use as the
default download-agent for pacman.
