[Dev] Orphan Pcr package [armory] marked out-of-date

it appears that armory development is being continued here:
https://github.com/goatpig/BitcoinArmory

the latest version being v0.96.3.

unless somebody objects, I will upgrade the package to that version
in the coming days.
