[Dev] Correction of dependencies | icu and hunspell

I have rebuilt:

  - cups-filters
  - texlive-bin
  - icedove
  - iceweasel
  - icecat

waiting for gpp issues on winston to be resolved before I can push
these.

anything else that needs a refresh?
