[Dev] Patch for broken no-resource-uri-leak

[jc_gargma]

Upon examination it appears no-resource-uri-leak is not being recognized by 
IceCat upon installation.

I've attached a git-format patch to repair the add-on installation path for 
both IceCat and IceWeasel.
