QTWebengine is what KDE uses now, so I reached out to their dev-list:
qtwebengine at qt-project.org

Konqueror (KDE's browser, which is now using QTWebengine) has their
dev-list at: kfm-devel at kde.org
No one has contacted KDE yet as far as I know.
