[Dev] parabola-hackers 20170421 release announcement

I've just published an update to Parabola's tools for using
hackers.git for account management, parabola-hackers.

This is a minor update to shut up warnings from modern versions of
Ruby.

Changes from 20170204 to 20170421:
 - Update meta-normalize-stdio (used by meta-check) to not uses the
   now-deprecated 'Fixnum' type.

Also, the package now declares a dependency on 'colordiff', which had
mistakenly been omitted from depends=() previously.
