[Dev] [Request] Create spanish-speakers users list

Hi, I wanted to propose the creation of a Spanish-speakers mailing list
due to the constant talk and questions about Parabola in other forums,
e.g. Trisquel's forum. And example of this is:

If there is a Romanian list, so as there are enough Parabola's users
which only speak spanish, why not creating it? It has been asked before
