[Dev] New server - Consensus Needed

Hello,
A generous sponsor is offering to give us a new server with higher specs
in the privacy respecting datacenters of Iceland. (This sponsorship will
soon be announced and advertised on our site once finalized)

With that in mind, I think we should make sure the new server is a true
Tier1 server. Meaning it is not listed in the mirrorlist and only a few
people have the ability to rsync from it. We could probably still host
our website on it, but it's main function should serve as a reliable
server for developers - rather than overloading it as we are currently
doing to the main server.

Emulatorman suggests they we take a consensus about this, so what are
your thoughts about the new server being a Tier 1?
