[Dev] Rsync module for ABS disabled

Rsync module for ABS disabled until https://labs.parabola.nu/issues/661
is fixed. The package "abs" contains other files besides the command "abs"
so I advice against removing it from repo.parabola.nu. A script like
https://projects.parabola.nu/parmanscripts.git/tree/abs-history can be used to replace the command abs.
