There is.  The server operator set a 1 MB/s bandwidth limit for
everything that the server does, since rsync did use 10 MB/s for 12
hours.  To keep other services usable, I have configured the rsync
daemon to start with --bwlimit=768 (768 KiB/s).  We had five rsync
connections at once, only one or two were from you.
