[Dev] [labs] migration to redmine

sinde chili is using a deprecated version of rails it's one of the
reasons the server is prevented to being upgraded (any time soon? :P)

i've asked a friend to do the migration to redmine, apparently the
difference isn't that great and it's using a modern version of rails
that works with ruby 2.
