[Dev] [Parabolaweb] Merge of Archweb changes - testers wanted

I have been meaning to do this too, since on the server, the depends
are tracked with pacman, and the version of python-memcached in repos
is not within the range specified in requirements_prod.txt

I'll take a look at your merge.
