[Dev] Our own gplv3 pastebin tool on Parabola

Traditionally links to pastebins are not used when discussing things on
mailing lists, such discussions are useful in future when a pastebin
might break or it removes old pastes.

Since we don't know exactly what tool to use, what technical
requirements do we have?
