[Assist] Put openrc service in dnscryt-proxy package

Idk why you contacted the other maintainers if you just wanted an
OpenRC pkg for dnscrypt. I'll add it when I've time, but it's not a
priority. Meanwhile, anybody can install the openrc initscript in
/etc/init.d
