Try the -Rsc flag on octopi-notifier and make sure that octopi is 
completely removed and see if that at least allows you to upgrade.

Or, you can declare the package to be ignored in /etc/pacman.conf

Please link the bug report in this email group so I can check on the 
status of it tomorrow.
