parabola does not have a community maintained package repository like
the AUR - all packages are maintained by the dev team - but that
probably does not prevent you from accomplishing whatever it is
you hope to accomplish

firstly you do not need to use the official upstream archlinux distro
in order to use the AUR nor to maintain a package in the AUR - AUR
packages can be created and installed in exactly the same way on
parabola (the 'makepkg' program) - in most cases it is just 2 simple
files - then once you have those files ready they are pushed to the AUR
using git (so that minor changes such as re-wording the description can
be done from literally ANY computer)

if you were hoping to get a package into the parabola repos that
archlinux users could install easily then you could open a packaging
request on the parabola bug tracker and maybe someone would package it
for you but then you would need to convince archlinux users who want
to install it to add the parabola repos to their mirrorlist - that is
probably much the same as what they would need to do to add a parabola
AUR if one existed to their pacaur or yaourt programs

another option i can suggest is to use the opensuse build service to
build and host your package - that is a bit different from the AUR and
quite simpler from the user's perspective - that builds and hosts
pre-compiled binary packages that can be easily installed on any
archlinux derrivative - it is also a proper repository that can be
subscribed to for automatic updates
