Check if any package depends on it. If there are none, remove it

# pacman -R webkitgtk2

if not, you can do:

# pacman -Su --assume-installed icu=59.1

although that might break webkitgtk2.
Tip: To post english output (the spoken language in this list) you can
write LANG=C at the beginning of the command, like this:

# LANG=C pacman -Syu
