[Assist] Proposal for a forum

In my opinion, forums are not the great thing over mailing lists. Both
have its advantages and disadvantages, but as we can´t join them, it´s
possible to have both (like Trisquel does, Arch Linux, Ubuntu, and a
thousand of other projects) and, as it was said, it´s easier for
newcomers (like me at the beginning, that´s why I do this proposal, but
I´ve got no answer from the parabola.nu web developer/s).
