[Assist] Keyrings missing...

Hi,

I'm installing parabola and in this step:

pacman -Sy parabola-keyring
pacman-key --populate parabola

I get:

ERROR: 66490C1[.....]D2 could not be locally signed

and  pacman-key --refresh-keys complains:
gpg: refreshing 102 keys from hkp://pool.sks-keyservers.net
gpg: connecting dirmngr at '/root/.gnupg/S.dirmngr/' failed: IPC connect call failed
gpg: keyserver refresh failed: No dirmngr
==> ERROR: A specified local key could not be updated from a keyserver


What can I do?
